‘The Walking Dead’: Top 10 Villains Ranked

1. The Governor
I don’t mean to be so predictable by putting the Governor in the #1 spot, but I couldn’t justify giving it to anyone else. Aside from having a zombie daughter and keeping a walker head collection for his own amusement, he murders anyone who’s not a member of the Woodbury community. As such an iconic character, he’s definitely the first person anyone would think of when it comes to the villains on The Walking Dead.
The mid-season finale episode of Season 4, when the Governor attacked the prison and killed Hershel, is one of the most brutal episodes of the series. The man formerly known as Philip might be long gone, but we have yet to see a greater villain on the show. It looks like Negan’s got some pretty big boots to fill.
