9. Randall

Randall was the young man back in Season 2 who was taken back to Hershel’s farm after Rick refused to leave him for dead. Because he was shooting at Rick, Hershel and Glenn before he was saved, Shane insisted on killing him while Rick wanted to just let him go. We’ll never know if Randall would have returned with his dastardly pals if he had made his way back to them, but considering that he was originally scripted to strangle Hershel to death, maybe Shane was right after all.
