Dawn was the police officer in charge at Grady Memorial Hospital. While she didn’t consider herself to be a bad person, telling herself that she was helping keep people alive, Dawn turned a blind eye to all of the abuse happening in the hospital.

Not wanting to look weak in front of her staff, Dawn demanded that Rick’s group return Noah to them in exchange for Beth, starting the chain of events that resulted in both Beth and Dawn’s deaths. Basically, her insistence on keeping a personal slave was what got her killed, so I didn’t grieve for her the way I grieved for Beth.
