4. Lizzie Samuels
You can argue whether or not you’d consider Lizzie to be a villain. After all, she’s just a child and she clearly didn’t understand what was really going on with the zombies. She sincerely believed that the undead were still conscious and that turning into a walker wasn’t necessarily a bad thing.
However, Lizzie murdered her younger sister, and she tried to kill baby Judith. Her motivations don’t matter; that’s pretty messed up. Mika’s murder and Lizzie’s subsequent execution was one of the most emotional experiences I’ve had watching The Walking Dead.
