Well, we still don't have anything to go on regarding what the 13th season of American Horror Story will be about, but one thing we do know is that star Jessica Lange will not be returning under any circumstance. She made that quite clear during a recent interview with Irish radio station SPIN 1038 while promoting her new movie Long Day's Journey Into Night.
Lange was asked if she'd be on season 13 and she immediately replied, "Oh, Christ no," noting that she hadn't done the show in about 10 years or so and apparently has no desire to change that. Even when the follow-up question was if she'd go back if specifically asked to, Lange said no, making it clear she's done her time on the FX horror anthology.

SPIN caught up with #JessicaLange at the Dublin International Film premiere of her latest ‘Long Day's Journey Into Night’, and got her reaction to rejoining the cast of #AmericanHorrorStory 🍿

Although, not to be overly semantic, but Lange actually did return to play her original character Constance Langdon in 2018 for the eighth season, Apocalypse, so it hasn't been quite as long as she says. Nonetheless, it does feel like a lifetime has passed since then so I understand what she meant.
Is American Horror Story season 13 the final season?
Interestingly, the SPIN 1038 representative also mentioned a rumor that American Horror Story season 13 will be the last season of the long-running series. That hasn't been confirmed, but their question indicates that this is something people have been discussing and potentially even something that could come to fruition.
It wouldn't be much of a surprise if FX confirms the rumor to be true as American Horror Story has been waning in popularity for some time now. The most recent seasons, particularly season 12 starring Emma Roberts and Kim Kardashian, were highly divisive, to say the least, with many people writing the show off altogether. Most agree that the last seasons haven't been very good, signifying a major dip in quality for the Ryan Murphy series.
And speaking of Murphy, he's got a number of other shows and projects under his belt. Even though Lange might not be coming back to his flagship horror show, she did work with Murphy again in 2019 on the Netflix series The Politician and on last year's Feud: Capote vs. The Swans. In short, it doesn't seem like she has any issue with the prolific TV producer, just that she's had her fill of American Horror Story specifically. But honestly, I think most of us have at this point so she's not alone there!
