Most of the zombies that are killed on this show will obviously not make this list. However, we are including Penny for the mere fact that she’s one of the most important zombies on the show. And to the Governor, she was still alive, even if nobody else would agree with him.

Part of the reason the Governor had Milton doing so much research into the virus was for Penny. Though she had turned at some point after the apocalypse, the Governor had been storing her in his room until a cure could be developed. Her body might be rotting, but to the Governor, she was still his little girl.

That would change when Michonne would break into his room. To really stick it to the Gov, Michonne uses her sword to stab right through Penny’s head, effectively putting an end to her life for good, one way or another.
