As the “featured family” of Woodbury,Richard Foster was constantly seen milling about with his wife and daughter. He was not one of the soldiers, but merely a citizen living in the town.

After Daryl and Merle escape from the place with the help of the others, a breach in the fences is created. This lets walkers pile in and they get ahold of poor Richard, who is left to moan in agony on the street. As onlookers ask for somebody to help Richard, the Governor walks up and shoots him in the head without saying a word.

Of course, being bitten in so many different spots by walkers sealed Richard’s fate anyway. The Governor only put him out of his misery.
