Established when we first see the Governor are his two most trusted confidantes (other than Merle), Tim and Crowley. Though limited on dialogue, these two are always by the Governor’s side for his most dastardly doings. That’s why, along with Merle and a rookie, Tim and Crowley are sent to search for Michonne and kill her after she leaves Woodbury.

While searching, the group comes across a biter-gram left by Michonne, warning them to “go back”. Merle is not threatened, shouting out into the trees that taking the four of them on would be foolish. So Michonne levels the playing field by hopping out of a tree, decapitating Crowley and stabbing Tim to death.
